The job of the Public Relations Manager is:

As the district’s public relations manager (PRM), you are responsible for coordinating an active public relations and publicity program in the district. By establishing and maintaining lines of communication between the district and its clubs, as well as between the district and the public, you will work to increase awareness of Toastmasters through local news media and social media. You are also responsible for training the club Vice Presidents Public Relations in your district.
